Last year there wasn’t any noticeable lag or wave for non-accepts. D went through two rounds - deferred EA, then accepted EDII - and both seemed to unfold similarly. Though admittedly we weren’t even home during the first few minutes for either (decisions came out during our afternoon commute).

I logged on yesterday at exactly 4:01 PM Central time and saw my decision there (accept). I certainly didn’t notice a lag.
