Lets say I go to Notre Dame or Rice or UT, a school that is not really known to be heavily recruited for i-banking jobs. If I get into a top-tier business school and get an MBA from Harvard, Wharton, Stern, etc. is it really going to matter where I went for undergrad?

No, but it's a much easier path to a top MBA program if you go to a top UG school.

No. Where you go for undergrad only matters if you are shooting for top Wall Street i-banking positions right after college. However, be aware that top-tier business schools usually admit candidates with impressive work experiences. Of course, the GMAT is important as well.
