does UW accept transfer students from out of state community colleges?

hi everyone

i found this information on UW website for fall transfer admission 2014:

New Transfer Students Enrolled 1,551

From Washington two-year colleges 86%
From four-year colleges and universities 14%

Does it mean that they don’t accept transfer students from OOS community colleges?
