Economics - Florida undergrad to Phd at Penn?

My son will graduate HS in 2015. He is at a highly rated HS in FL with a DE program so that he will have 60 college credits and an AA degree when he graduates. His goal is to get a Phd in econ. (He's very driven.) With his scores and GPA he should have plenty of options for undergrad and should have no problem getting into UF or FSU, both of which have good econ programs. He is also applying to Penn, Duke and several OOS univs. How much does the "in-house" bachelors help him when he applies for grad studies? Does this relationship vary much between universities?

Florida schools will accept most if not all of his 60 credits - a major savings of cost and time.
