Do colleges generally give the difference between your EFC on the the FAFSA and the total cost of the school?

No.

Most colleges that promise to meet 100% of "need" also rely on the CSS/Profile which considers additional assets/income (such as noncustodial parent income, home equity), so in most cases the "Institutional Methodology" EFC comes out higher than the FAFSA EFC.

Most colleges that consider the FAFSA only simpy do not promise to meet full need of all their students.

Even among colleges that do meet full need, almost all require that a portion of that come from "self-help"resources; i.e., loans and work-study.
