Effect on Admission Chances?

Hi I am nearly complete with my whole application (everything done but submittance of essays and LOR, and transcript request form) and I realize that I am really screwed for some parts of it. The Teacher LoR is from my 11th grade honor Pre-Calc class and he has taught for more than 40 years and was head of Math Department for decades so his LoR is golden. The problem is that he's retired and I only have his recommendation, and the teacher recommendation form isn't filled. The counselor told me that he is just going to fill out a note saying that he retired. Can he do that and will that affect me? Also my counselor for 3 years (and he knew who I was) transferred to a middle school and now the counselor for me is brand new and has no idea who I was before I arranged a meeting with him. His LoR will be really insignificant, but will all this affect my chances? I already put my stats up before, but here it is again:

GPA:3.7
Mich GPA:3.6
Schedule harder than average with 7 APs taken and almost all of my classes being honors
ACT:31
Extracurricular:Really Good
Previous judgments from you people: On the bubble with a good chance
P.S. I want to be a dentist and got a letter allowing me for early response (bs, i know)

If it’s bothering you that much, ask another teacher to write a recommendation as well. I believe Michigan accepts multiple recommendations. Additionally, you don’t have to have a stellar counselor rec. When I went to the info session they said they know that counselors sometimes have to write 200+ letters.

I think you’ll be fine…He taught you in the past. The teacher thats writing mine taught me last year so it isn’t relevant if she is teaching now

the thing is that I can’t reach him to fill in the teacher recommendation form. My counselor told me that he might just put a note saying that he retired or that he will fill it out himself.
