Do UM staff ever respond to emails? I've sent three emails last week, and I haven't got a response from any of them. Is it because it's summer?

I don't know man, I've sent a few, only one has responded, that was the b school advisor, my lsa advisor hasn't responded for a few days, I'd say try to call.

what type of staff are you talking about?

i've had no issues with email responses from advisors, financial aid, housing, etc.

but i emailed a professor concerning a course waiting list, and i got a response like 2 weeks later -_- i'm assuming since it's the summer, they don't really check or even care too much about academic affairs.

I wrote one about a waitlist to a prof, one to my advisor, and one to a prof asking what textbooks are needed for a class (they aren't listed anywhere on the internet).

Sometimes, staff members will not reply, but most of the time, they make an effort to do so. It is also summer for them. I highly doubt that the reasoning behind a "no response" is that they don't care about academic affairs but rather that most of them are also on break. It may take some time to get a reply.

I sent three emails to professors and got responses from all of them within a couple days.

The only problem I had with any faculty are the ones that don't know what to do. For example, I e-mailed a math professor because I wanted to get into his closed class, but he said it's up to the department to give overrides, not him. Then I e-mailed the department, who told me to e-mail the professor, etc. So both parties were confused about what to do, and I ended up not being able to get into that class.

I've only had to email the EAC with transfer credit questions. Responded the same day except one email took 3 weeks to get even a read receipt from them. I'm guessing the person went on vacation. Too bad they don't have another staff member to answer her emails while she is gone.

I emailed Professor Spatzier in the Math Department late Friday night to request an override into a closed honors math class and he sent a nice email just after midnight granting me the override. He also told me to follow-up with the Math Department to get into the class and the override showed up on my Wolverine Access account on Monday morning. So, my only experience has been positive on the academic side. Now, my experience with the administrative side (for example, housing) has not been great.

Like all things, it depends. One professor I had never responded (it was faster to go find him and talk), while another checked his email every day. With honors, I've gotten a response in 24 hours, but with other departments, nowhere near as quickly.
