ePAL awards

So I got accepted to UCLA as an American citizen living outside of US
I'm also out of state
And I was offered:

SCHOLARSHIP RECOGNITION AWARD 14,927
UC GRANT TO PURCHASE USHIP 1,323

which adds up to $16,250 / yr

I still have to pay a lot...$38,984 / yr

I really want to go to UCLA, but my family is not too well off to afford the education especially if I continue to have to pay this much money.
My family is an average Asian family, and I feel bad for spending that much money for my education.
Is there any way I can appeal for more scholarships at this stage? Preferably to UCLA or even to other benefactors or funds?
And I'm wondering if I go to UCLA and attend it for a full year, will there be other opportunities for more scholarships/grants/etc?
I'm just really confused how this whole financial aid/scholarships work... Am I expected to be an advocate of family and make appeals to UCLA?
How are other average families paying for the UCLA education? I really would like to know!
My parents made about 60k last year.
