Establishing residency?

I am an American citizen but have lived in the UK for almost all of my life. What are the requirements for establishing residency (my mom is from california). How would I establish residency? Would residents ID and voting registration do?

UCSB has instructions on its website for how to establish California residence for tuition purposes: Establishing California Residence for Tuition Purposes, Office of the Registrar

The requirements in a nutshell: you have to be physically present in California for 356 days before you may establish residence, you have to provide evidence that you intend to stay in California permanently (“Physical presence within California solely for educational purposes does not constitute the establishment of California residence regardless of the length of stay.”), and you have to be financially independent or dependent on a California resident.

You are in a special situation, and it would be worth your time to contact the schools in California that interest you directly. From the parent rumor mill here in Maryland, I gather that some California schools are a bit more relaxed about granting in-state residence (usually after a year on campus) than others. If California is the state where your U.S. citizen parent lived most recently and/or is registered to vote, you should be able to register to vote there even though you currently live outside the country.
