Experience vs Grades?

I've always thought my experience (extra curriculars) will pull through for me and get me into a better university despite my average gpa.
So my question is, when applying for a grad school what's more important?
Grades or experience or are they similar?

In highschool, the grades definitely far outweighted the experience

I think GPA is again the most important thing

Its everything
GPA, Experience, Recommendations

I say GPA+test scores easily make up 60% of your application. the remaining 40 percent are your essays and ECs. normally, everyone applying will have enough ECs to fill out the common app, no matter what they are, so have a decent amount of ECs may only put you on par with the other applicants, in which case you need to have a strong GPA/test scores/Essay/Recs to put you ahead.
