Extensive Extra Curricular's- Average GPA and SAT

So I'm a junior right now in Long Island, NY and today I had an appointment about college with my guidance counselor. He's kind of known for not being that helpful when it comes to college, he even told my brother not to bother applying to the school he ended up going to because "there would be no chance" of him getting in. Thats why I'm seeking your help!

So my GPA is about a 88 unweighted and 96 weighted (I take a lot of college level classes and one AP which is why its high weighted, but my grades are always mediocre in them)
I take my SATs next week but will retake it until I can at least super score to around 1900
ACT I may or may not take depending on how my first SAT goes

But my extra curricular's are what I dedicated most of my HS career to.

I want to go into politics and major in it too.

I had been on the District Board for Key Club two years in a row and before that I was VP of my home club.
I am a two year vice president and president elect of a ethnic awareness club in my school.
I am in two honor societies (Spanish and Business)
I was selected as the only sophomore to attend a leadership conference through a essay and interview process.
I have worked with a lot of politicians who know me since I was in the 4th grade and emcee events for them all the time through a non profit organization and a political action committee.
I am South Asian so I have received many awards from various south asian organizations and from my town and county like woman of the year and the make a difference award and usually I am the youngest recipient to ever receive these.
I have also been a key note speaker for the north shore family and guidance center at their 65th annual gala.
I spoke in front of Peter King
I am very close to my town supervisor and county executive as well as a some assembly men and senators.

As you can see I am very involved outside of school but not the best student.

The county executive and town supervisor also offered to make personal calls and letters on my behalf to colleges i want to apply to, will improve my chances of getting in?

I also have a family friend who majored in writing and helps many students get into their dream college by helping them with their essays. Her daughter also went to Harvard so she will help with my essays.

When colleges see my extra curricular involvement and dedication will it improve my chances of getting into a good college?

I want to apply to these schools:
