If I am being asked on an application if anyone in my family has gone to the college I am applying to, can I say yes if it was my cousin or does it HAVE to be parents/siblings?

The form usually tells.you. If you want to, you can add it in “additional information” as a brief comment. The colleges will choose whether to consider it or not. One of my kids had a great-grandfather who had attended one of the colleges she applied to. That college happened to have a “Why X?” essay for the college, so she mentioned it in there. But she would have probably put it in additional information for that college if there was noplace else to put it. Note: when you do this for just one college you need to create a separate version of your common app for that college, assuming it is a common app college.
