Does being ranked in the top 20 Nationally in the WE 14 put one on the radar of college coaches/recruiters?

Not at length. I didn’t want to get ahead of myself. He did tell me one coach spoke to him about my daughter. I was just curious as to what results puts one on the radar screen.
Yes - but at most schools the only thing that puts you on the fencing coach’s radar is you reaching out to them and meeting with them. Some actively recruit, many do not. There are a few fencing threads on CC that will shed more light on the process. No coach can get a student admitted who is not already an academic fit for the school. Narrow down your schools, understand the role you want fencing to play in your life while you are in college, and then reach out to coaches to let them know you are interested. Try to become educated about the process and understand the NCAA rules about contact before you do so. Use the coaches’ time to find out information you cant otherwise figure out. Please don’t waste their time asking about things you can find by digging into the team and school websites. Summer nationals is a good place to meet - you can only do so after you are done competing in your events.
oops - I was thinking Junior WE 2014…but if you are referring to Y14, I’d say keep fencing if you enjoy it, focus on your academics, and come back and ask in a couple of years. But know that there are plenty of great schools that would love to have an experienced fencer join their team. It sounds to me like you are a parent. Be supportive of your fencer but putting too much pressure on them to turn fencing into a college admissions ticket could quickly backfire on you in many ways. Look for the user “Sherpa” and his comments on fencing recruiting within this forum, very helpful.
