Finding good schools for a lower GPA...help please?

Hey, this is my first post on here. I'm having some trouble finding schools and after following the forum for awhile, thought I'd ask for some help. Basically, I'm just look for a list of good list of some reaches/matches/safeties.

My GPA is a 3.37 (dunno if that gets rounded to a 3.4 by colleges, I'm hoping so but thinking probably not...). Overall, I have an upward grade trade, but it went up and down a bit freshman and sophmore year. First semester freshman year was 3.5 then went down to a 2.8 second semester(I started getting pretty frequent panic attacks), 3.3 and 3.0 sophmore year, and finally I got it together sophmore year and got a 3.5 and 3.8.

I got a 1900 on the SATs (710 CR, 500 M, 690 W) and am planning on retaking it because of my math score. I also got a 27 on the ACTs but I don't think I'll be submiting that. I have taken two AP classes.

I was involved in sports for 5 years, 4H for 3 years, and am in two clubs at my school. I also have had a job during the summer for all my years of high school.

Any suggestions would be greatly appreciated. I know I'm not typical CC material and am not expecting to go to any prestigious schools, but I'm hoping for something more than "you can only get into a community college" lol. I feel like my anxiety and panic attacks really hindered my performance freshman and sophmore years and I think that my junior year grades are more reflective of my overall academic ability. I'm interested in studying psychology and going to grad school, so I guess any schools strong in that area would be a plus.

I also live in Colorado and am thinking about Colorado State. Do you think this would be a good match? Thanks so much in advance!

Colorado State averages:
Average high school GPA: 3.5
Average SAT scores (25% - 75% range for CR and Math): 1000 - 1240
Average ACT scores: 21-26

Your scores are on target for Colorado State. It also accepts about 85% of the applicants. So, I’d say Colorado State is a good match.

Apply to U Colorado - Boulder as well.
