You’re in luck, at least half the US is pretty cold to darn cold.
Anywhere from the Appalachian trail universities to Minnesota and the upper Midwest, not to be outdone by New England, Pennsylvania and New York (special mention to the Adirondacks), Colorado and Utah… would fit. And if you want never hot ever, think Pacific Northwest. 
I personally like Minnesota because when it’s cold, the sky is really blue and the weather is so “crisp”. But most of the upper half of the territory has 4 distinct seasons.
