OP, aside from the general advise about fit (in term of advisors/professors), spend some time digging through placement records of both programs. In less regarded programs, connections, especially your advisors', will ultimately open the doors for you. </p>
<p>I also second the first-do-MA suggestion. You may find your closest advisors/professors less willing to write a great LORs unless they truly believe you are better served elsewhere. So you want to know as many professors as you can during the first year, just in case. </p>
<p>Since you use "usa research", I am assume that you are an international national. If spoken English is your liability right now, definitely take remedy actions during your PhD years and bring it on par with others. I've heard how the factor alone can torpedo a good candidate in a place where teaching is treated important.</p>
