I think most people weight the COA (and you need to NOT just consider tuition - you have to live and eat!) to the actual value of a college … and several criteria make up that value (and they are ranked differently for different people). Employment after graduation, acceptance rate to graduate school, availability of major course of study, campus atmosphere (does it fit your personality), rank of school national/school’s perceived academic reputation, location, sports/entertainment, living conditions (ie on campus vs off campus).
Mills College is another one that cut tuition.

Purdue hasn’t raised tuition since the 2012-2013 year, and has extended it through at least the 2019-2020 year.
The President decided to remove a $10 fee last year to reduce tuition from $10,002 to $9,992 because the 5th digit bothered him ;). So technically a decrease
