5 AP’s, mostly 4s on tests

Apply to top 20s if you want, you could get in to some.

If you don’t want to go to top 20s try to go to a good public school with a strong scholarship (idk about the ACT but if you beat a score of around 1520 on the SAT you can get big scholarships at most publics, sometimes even free tuition just from the test score).

UMN-TC has great ChemE and a relatively lower cost for OOS than most other publics. Are you NMSF?

You have very strong in-state public options.

Have you considered UVA? It seems like a good match for you, especially in-state.
