<p>Yes, and it is even better if your courses were more difficult (more APs, honors, ect), and that the trend continues into the senior year (with harder courses). Also, there's a lot of other things in the application that can mitigate the low GPA.</p>

UCLA: Slight Reach
UCB: Reach (not even near impossible though)</p>
