Our H1B- Visa gave our daughter H4-Visa who is high school Senior now
and joining college in 2014.
As our Visa is ending in July 2014 she needs to Student Visa to study in US.
Can anyone guide on following questions
1) How and when Student Visa process should be initiated?
2) Can we get the Visa without going out of USA?
3) Does Student Visa allows to do part-time work?

When your daughter is accepted to a college or university, she will need to contact the international admissions office about the paperwork. They will be able to advise her on the steps to take. She cannot be issued a student visa until she has been accepted by a college or university and that institution has issued her I-20.

Students who hold an F1 can work part-time under certain circumstances. Here is a summary of the CPT rules: [Practical Training](Practical Training | ICE)

1) Your daughter cannot begin the process until she has been accepted to an approved college or unviersity, has paid her enrollment deposit and has received a I-20 form from the school.

There is a overview of the process here:

3) Your daughter cannot work at off campus jobs unless that job is part of her career training or a required internship. She may be able to work at some on-campus jobs, but with restrictions on the number of hours.

Thanks for the prompt response,
Do we need to go out of USA to get the VISA ?

That would be something to ask an International Admissions Officer at one of the colleges/universities that your child is applying to.

While it seems likely that it should be possible to convert visas without leaving the US, this would depend on federal policy and as you know, federal policy can change from one day to the next.
