<p>I've been accepted at wisconsin madison, and will probably attend if all my other choices reject me. But Chicago is definitely my first choice.</p>

I'll be attending in the Fall 2006. Scholarships ain't the way if possible. My trainee's a PSC scholar, from uchicago. He advised against scholarships, because he sees his friends earning USD$50k a year while he's just earning S$2600/mth at the Ministry of Foreign Affairs.</p>
<p>I emailed admissions, and they said they will be emailing international applicants who are rejected or deferred.</p>
<p>"will be emailing" does not mean that they have done so. The email may come on monday/tuesday.. Gasp.. I also found archived posts with intls stating that they've not received email, but got waitlisted.. </p>
<p>It's certainly a good sign, but don't pin too much hope on it.</p>
<p>Yeah...but also remember that waitlists are only for the RD...</p>
