HELP Deciding on PolSci/InterSci Schools

Hello.
I know tons of people do this and I'll probably stick out like a sore thumb due to my not-so-amazing-stats. I am currently in my Junior year and can take the SAT about 3 more times.

SAT's (first time scores): 600, 600, 590(W)
ACT's: None, yet

AP's (Currently taking and planning on taking):
-English Lit and Comp
-English Lang. and Comp
-Psych
-Photo
-USH
-Eco
-Gov

I have a 90ish GPA (sophomore and freshmen years), unweighted, and my school (unfortunately) does not rank.

I've been an elected student government official for two years and I plan on becoming the school president my senior year. I've participated in the Model UN club at our school and I am planning on a position my senior year. I've done a lot of volunteer work with a Korean-American Government type organization and I've spent my summers working at my church for the summer camp. I am also a (although it may not seem like it at the moment) brilliant writer.

Single mother, I'm the oldest of three sons
Very low financial income, but I'm almost positive that money will not be a major issue (relying on financial aid, grants, scholarships, and loans, if necessary.)

I would like to pursue a job in either Political Science/International Science or Teaching
Preferably in city areas?

THANK YOU SO MUCH, I really REALLY appreciate it :)

Money is ALWAYS a major issue when you’re low income.

Most schools don’t give much aid.

Good-sized scholarships tend to go to students whose stats are in the upper 5-10% of the school.

The best schools that do give lots of financial aid usually require the financial info from the non-custodial father. Will your dad co-operate and will he pay a fair share? If he won’t fill out the paperwork each year, then you won’t get financial aid from those schools.

Once you have your senior year scores (hopefully better), then we’ll know where you need to apply to ensure that your costs will get covered.

You can’t borrow much…Federal student loans are limited to $5500 for freshman year.

What state do you live in?

NY, but thing is my mom is a widow. So, it’s just the four of us in our family.
