Help narrow down my list

Okay I have a list of 20 colleges and I need help deciding which ones to actually apply to.
I have a 3.95/4.65 uw/w gpa
Cr:730 M:680 (hopefully 730+ after I retake it) W: 600 (hopefully 650)
Only 3 ap courses. My school probably offers about 20
Things that I look for in a college
•Atmosphere - I want the campus to be separate from it's surroundings. I visited Temple and Rutgers NB and hated how I couldn't tell if I was in the campus or not.
•Academics - I plan to get a masters in biomedical engineering so I need a college that has a strong engineering program and probably good internships or proximity to available internships
•Good merit aid/ low tuition - I don't qualify for finaid and my budget is $110k for all 4 years for tuition and room & board
•A good social scene would be nice

My current list
University of Delaware
University of Maryland
University of Virginia
Temple (full tuition scholarship)
Drexel
Stony Brook ($10k per year scholarship)
Carnegie Mellon University
George Mason University
Widener University
University of Pittsburg
Lehigh University
Bucknell University
The College of New Jersey
Stevens Institute of Technology
Penn State
Miami University
Olin College of Engineering
Virginia Tech (doesn't offer bs in bme)
George Washington University

Where do you reside? Certainly apply to the public flagship in your state, and 2 or 3 other in-state publics that a notch below your state’s flagship. Drop most, if not all, of the out of state public universities on your list. Then pick a handful of private universities that provide good merit aid.

What’s your state of residence?
Also keep in mind you don’t really have to major in BME to do a maste’rs in it. Many BME masters get their undergrads in mechanical.

New Jersey. Yeah I’m definitely considering mechanical.
