Help With My List Please

Hello everyone,
I thought that I knew what I wanted in a college, but now that it's time to decide where to apply and when to apply, I am not quite sure.

My Stats:
4.2 GPA (top 15% of class)
1330/1990 SAT
29 ACT
Great recs.
Great ECs focused on politics

I will be retaking the SAT and possibly the ACT this fall. Here is my proposed list thus far:
Cornell University (I thought ED, but I'm not sure anymore)
Georgetown University
Lehigh University
Johns Hopkins University
Penn State University (applied)

I am looking for a rural/small town/suburban college. I really enjoyed Georgetown because it had a traditional campus feel to it, though. My intended major is International Relations. Any and all help is greatly appreciated. I'm just getting so confused! Thanks in advance.

Also, I am planning on attending graduate school or law school afterwards.

Anyone????

If you intend on getting into Cornell, I'd apply ED. I think Georgetown and JHU are worth a shot but that your rank/SATs are not going to be high enough to get in RD - if you really want a shot at those schools, I'd go ED. But then again, I wouldn't waste my ED on those and would instead go for Cornell...just because I don't think your current stats are good enough for Georgetown/JHU ED.

Or I would suggest retaking the SAT/ACT.

Any more suggestions for adding other colleges though?
