How are recipients of school sponsored scholarships chosen?

<p>Do the colleges themselves make the decision on who receives the scholarship or is it chosen by a committee at the National Merit Organization? And what criteria is used to select the winners? Also the school in question is Case Western Reserve if that makes any difference and I named then as a first choice on March 12.</p>
