How are the curves made for SAT's?

I know the curves are made even before we take the SAT. The curve is different in every sitting so how do they come up with a curve? Do they test a set of students to make up curves?

yes, the curve is based on how well you do compared with the general population.

they test it on people first. everyone thinks that the curve is adjusted after they see how people do, but that's not the case. each sat take two years to develop!

They set the curve based on the performance on the equating sections.
