How do I apply for a prep school as an international student with only one letter of recommendation?

I have a low GPA like 2.17 and am enrolled in G9 in an IB international school in China with Singaporean citizenship. We have no real budget, but would like to get enrolled in a prep school in the US to improve my grades. What can I do? Sorry for this specific question.
