Colleges require that admitted students state whether or not they'll matriculate by the Common Reply date, May 1. However, the student is also allowed to remain on an active waiting list. What happens if the student is taken off the waiting list and consequently decides to attend the latter school? Does the student then simply contact the first school to say that he/she will no longer be attending?

You got it.

That must mean a lot of trouble for colleges in May and June, as their admitted students shift around.

Many schools list June 30 as the last day wait listees will be informed of the final decision. However, what if someone is contacted on June 30, decides to attend the school, withdraws from his previous school, and the latter school has to contact someone from its wait list after June 30 to fill up the empty spot? Is that still allowed?

Seems to be a good point....
