How does modified rolling work at Ann Arbor?

I missed the early response deadline. I submitted my online app by Mid Nov, but my app was not complete until 1st week of Dec. due to teacher recommendation form. I am confused by some contradictions on U of M. The are to the effect:
1- Your chance of admission are not affected by the timing of your application (be it very early, Early Response, or by regular deadline). It is based on your stats/application/qualification.
2- It pays to apply early. If the program gets filled up, you are out of luck.

Two questions:
1- Am I screwed because I applied late (I am reasonably sure my stats would have qualified me for admission if I applied Early).
2- Any chance I would still hear back by Dec. 20 (deadline for Early Response decision).

Applied as OOS.

Thank you.

2) probably a slim to zero chance of hearing back by December 20 since they need to finish all the early responses by December 24...

i think it is still sort of rolling, but i doubt you will hear back before dec 24th.
you still are earlier than a lot of other applicants...

If I were you I wouldn't expect anything before like mid February =.

That's my guess.
