How easy is it to get a transfer to CMU? URGENT. SERIOUS.

I am from India, and I did not know about the ACTs. I prepared for them and took more than 7 timed practice tests. Most of the time I got a 36 or 35 on each section. There aren’t any dates available for ACT before February now, and I have my Final Examinations in March.

I’m applying to good universities for CS with an SAT score of 2040 (Fall Sem), but the fact that I did not come to know about ACT earlier, really kills me from inside. I have the following extra curricular activities:

Community Service with an NGO for 3 years. Helped in raising nearly $1000 (after conversion from Rs. to $) 100+ hours
Internship with an event management company for 2 months.
President of the school’s computer club- hosted club’s annual function which was India’s biggest student organised fest. (Budget- $50,000 and a participation of more than 1000 students from all over the globe) 4 years.
Team leader of the team which won a state level business plan competition and represented the state in international level.
Founder member and Vice President of school’s quizzing society. 2 years
Founder member of school’s sports academy.
Member of the school’s students’ council as House Captain (Highest after the Head Boy).
Technical Head of school’s Literature Club.
Won ‘High Commendation’ in Asia’s Biggest MUN: IIMUN
4 year degrees (senior diploma) from prestigious universities in Violin, Flute and Tabla.
State level Violin: 1st position.
State level Flute: 2nd position.
Led the school’s orchestra for 5 years.
International Ambassador of the school- took part in Indo-Nepal Student Exchange Program.
Scored 93.6% marks in India Board Examinations with 100% marks in CS.
Designed a few websites and logos.
Have prepared my own disc of covers of a few musical tunes/songs I like.

TOEFL iBT: 106
Is it possible that I take ACT after my Final Examinations, study for 1 semester, and then apply for a transfer?

If not CMU, then which are the best universities which might take me? And what are the complications?
