I got a 36 on my ACT but have a 3.47/4.5(B+) GPA. Will I have a chance at ivies, high tier universities, etc. How much of a reach is it?

That GPA is a killer. Forget about Ivies, Stanford, Chicago, etc.

Ivies only if you have a great story to make up for that GPA. Take advantage of the scholarships the state schools will offer. Money is money.
Agreed. Some schools pay a premium for awesome scores. Others pay good money for a combination of scores and GPA. In those cases, a good score really does offset an average GPA. Look for them. You don’t have to go to a name-brand school to get an excellent education.
Save your name-brand for grad school, where it matters more.
Will you have a chance at Ivies? Technically, yes if you’re a recruited athlete, legacy, your dad is a huge donor etc.
If you’re unhooked, your chances are very, very slim due to your GPA (Unless you’re ranked top 10% of a very competitive school, or you had extremely extenuating circumstances to explain the GPA)

How much that counts will depend on your year. If you are a rising sophomore and will demonstrate 2 solid years of excellent work following this set-back, and your guidance counselor will explain the difference, then maybe.
If you are a rising senior, then probably not. It’s not enough to provide excuses for average work. You need to provide evidence that you are capable of working at an advanced level.

My stats are almost identical. 34 Act with 3.5 unweighted gpa (Upward trend with very hard classes and possible explanation for sophomore drop due to medical issues and missing 25 days of school) with some very good (Not USAMO top 20 or creator of a top 25 app good ) ECs. I have URM (hispanic) and first generation. The people that chanced me said i have a shot at the ivies and while i think that’s probably not true, you should look at top 30-40 schools as matches for sure.
