My counselor told me that the ACT/SAT requires students to be on ADD/ADHD medication for three years at school before they'll grant extended time. That can't be true, can it?

If you have accommodations at school or a paper trail preferably over 3 years and it is handle with out medications then no this isn’t correct. Your GC may have tried to explain to you that ACT has criteria they must go by to grant accommodations. Please know they go by the disability act so IEP will need to show how your ADD effects daily activities negatively. SAT also have criteria that ususally aligns better with your learning plan at school
