In general, how much weight do college admissions officers (let's just say ivy league) give to to the teacher evaluation ratings? Considering that teacher's opinions are completely subjective, is there that much of a difference between excellent, outstanding, and one of the top few i've encountered or any of the others (as in would getting a very good as opposed to one of the top few encountered kill your chances) in the eyes of colleges? do admission officers consider these or they do focus more on the written evaluation? Im applying to penn early, so i thought i'd ask.

One of my teachers rated me a little lower than I had hoped for leadership though leadership is basically my whole application (even by cc standards I’ve got a ton) but it’s made up by super-ratings by other recommenders since this guy only cared about academics. (He’s still amazing though)

I thin the letter is the most important, as the recommendation is meant to get beyond the numerical evaluations and try to look holistically at you. Someone just checing off a bunch of boxes is not holistic. They are influential, but the letter is what is the big one.
