I have been down rabbit holes this evening. I was looking at the faculty at the local university EE department. I came across one professor’s research group website and he was seeking PhD students… Is this a normal way to find PhD students. Does this tell me anything about the quality of the undergrad program?

What they say about Ph.D. students is more or less irrelevant for an undergraduate degree. You need to look at whether the program is ABET accredited and whether it has specializations that are of interest to you.

Here is a WPI address which discusses undergraduate research in your area of interest. RF applications and research span a wide range of applications. This touches on what WPI calls “Major Qualifying Projects” (MQP). Look around and read about the faculty working with the students on this degree requirement.
Because of the wide range of applications you will see how it crosses disciplines. Students will often double major.
