I have 2 MS degrees, would a PhD be necessary if i want to teach at the community college level

This varies by community college. I would apply for positions and then see what you learn. I know a number of people who teach part time with an MS.

I’m at a community college, and there are quite a few professors with master’s degrees. There are many with PhD’s as well. I’d say it’s a fairly even mix between the two. This is of course going to vary from school to school though.
