I have always wondered...

<p>Why can't there be a counterbalance system with financial aid? Why can't we let the students who go out of state for college counter act with other out of state students that go into that state? Is their some sort of rule?</p>

<p>Some schools have agreements with surrounding states and with other schools if programs are not offered in state.</p>

<p>I believe there is some universal reciprocity between Wisconsin and Minnesota (please correct me if I am wrong) for instate rates. </p>

<p>But if you are asking why there isn't universal open game to go to any state university, the problem would be that so many folks would be heading to the top UCs, Michigan, Virginia, Texas, etc, that the locals would be crowded out driving up the cost for those students (and the state taxpayers) while states that don't put up great schools (won't publically impugn any particular state here - no need to start a flame war) will suddenly find their campuses empty and those states would be pocketing the change. Not something that would encourage any state to put more money into their systems, eh?</p>
