sometime early February, would it be better to wait until then to apply for a summer internship or should I apply now and forget about the career fair? I'm a current freshman majoring in CS so I know internships will be hard to get.

Apply now and then pay them a visit when they come on campus. Be proactive and apply as early and often.

I would say it depends on the career fair. If you’re talking about a typical one, they will send recent hires from your school to recruit, but they will not send the people actually looking over your resume. In that event, it is still a good networking tool, but waiting to submit an application will not really help you at all. In the even that actual recruiters are coming to the fair, it is still advisable to apply as soon as an opening comes up, BUT some may say that they would wait until late January to apply so that their application and first meeting would be in relatively quick succession.

Your best bet is to apply now, though. Do NOT, however, “forget about the career fair” because you will see plenty of other companies, and you will still get to take some business cards from the people representing all of the companies, including the one you applied to.
