If I get into my top choice is it worth still applying to other schools in my state to get in state tuition

As long as you can afford it, and there are no other possible issues which would make attending your top pick untenable, then no, it’s not worth applying to any other school once you have been accepted to your top pick. Well, if you believe that you may decide, last minute, that you do not want to attend your previous top pick, than you should continue to apply to colleges which you like.

Do not base your application strategies on the assumption that you will be accepted EA or ED to your top pick.

You need to apply to safeties first, no matter what - remember that safeties should be schools you like and are affordable while being a near sure thing admission-wise.
Then, you should run the NPC on your top pick and discuss costs with your parents. If your top pick is affordable, apply ED or early in the rolling cycle.

Most early decisions come out in mid-December, so you won’t know if you got in to your first choice until then. Most other schools have a normal application due date of Jan. 1 at the latest. It’s probably not a good plan to wait until you have 2 weeks left to start alternate applications.

Some schools also tighten acceptance criteria after early application dates, so you miss out on those.

My D got into her first choice by October - they had rolling admissions (no longer do) - but she still applied to 6 others and went through visits to be sure of her choice.

If you get into your top choice ED, and it is affordable, then you are committed to it, so there is no point in applying anywhere else (with ED, you are supposed to withdraw other applications anyway).

If you get into your top choice EA or early rolling, then it is only worth applying to other schools which may offer something that would cause you to choose the other school. For example, if you top choice is affordable, but just barely, but you have a reasonable shot at getting a scholarship elsewhere that makes it much more affordable to the point that you would choose that school, then that school may be worth applying to.

My kids were each accepted to their first choice, and chose not to apply to any other schools. They knew that if something went wrong, they’d be taking a gap year and both were fine with that. Nothing went wrong and they each went off to school as planned.
