I have/will file NCP CSS waivers but I doubt all of the schools will accept, so just want to have a realistic expectation of the worst-case scenario.
If the waiver is denied and my ex simply won’t fill out the NCP CSS Profile, will any institutional grants included in the financial package be rescinded?
How about merit scholarships? (Are there varying policies among schools?)
Need based or merit+need based money would likely be affected, resulting in ineligibility. It is unlikely that purely merit based money will be affected (note: a merit scholarship available only to those with financial need, considers financial need, or has an amount based on financial need is merit+need based). But check each school to be sure.
Schools,that require the non-custodial parent form will not process your request for institutional aid without that form. Your application will be incomplete.

My son applied EA to one school and has been accepted and received a financial package letter that includes both merit scholarship and a grant. I’ve submitted a CSS Profile to that school. The merit scholarship letter only speaks to academic criteria needed to maintain the scholarship. The letter with the grant speaks to having to file FAFSA. So, they’ve “processed” it to the extent that they’ve come up with a number, but I’ve assumed that they’ll rescind if the NCP profile isn’t completed along with FAFSA.
Is the grant in question federal aid (Pell grant) or state aid that requires only the FAFSA?
?? how were they able to process an aid pkg w/o the NCP info??? Did they say that the aid was “tentative” and may change once NPC info is received??

Is the grant a Pell Grant or FSEOG grant? If so, that’s based on your income alone. Fed grants are based only on custodial parent’s income
The scholarship is based on his stats, likely, and won’t change.
Can you copy/paste the award?
Usually the EA package says it is subject to final review and will be finalized in April or something like that. They leave themselves wriggle room for things like this.
The acceptance that came via email contained only the merit scholarship. He then got an acceptance packet in the mail about a week later and it contained a financial awards letter, which also included the grant. It’s an institutional grant. I used the estimator tool for FAFSA and it came up with “0”; not expecting to qualify for any state/federal grants.
The award letter’s at home (paper version only), so can’t cut-and-paste or even quote right now, but I’m pretty sure it made no mention of NCP info. I just figured out that they have a “financial aid portal” which says that it lists all documents received and still needed. Son’s account lists the CSS profile as received and does not list the NCP profile. Is it possible that they accepted the waiver but didn’t notify us?
ETA: I’m asking all these stupid questions because the FA office is closed this week! 
Yes, it’s possible that they accepted the waiver. Have your son check his portal email acct.
Your son needs to contact the school to see if his waiver was accepted. If so, only your information would be used.
If the school is requiring the NCP information, it is possible that this grant your son received is a tentative award pending receipt of the NCP form.
You need to find out.
Luckily this is EA, and this will all sort out before May 1 when your son needs to make a matriculation decision.
BTW…what I meant…if the schoo REQUIRES the non-custodial parent form, and the school doesn’t receive that form, the school will not process the application for institutional need based aid.
Merit should be fine. Need-based, if based only on FAFSA or on YOUR CSS only, wouldn’t be affected. Are you sure this school even requires NCP info?
