I'm looking for an affordable college to study at

It's only a matter of time before I graduate from high school and I really would like to study abroad. Colleges here are too expensive and in my opinion they're not worth the price they're set at. English isn't my native language but I guess im a fluent speaker(?).I would really LOVE to know which countries offer cheap colleges/universities.I heard Germany does but I have no idea how to speak German so that's gonna be a problem..I cant apply there if I don't know German? Even if i did will i be able to pass the proficiency test?

In many European universities, English is the language of instruction. However, I cannot speak to what you mean by cheap or cheaper.

Well…I would say around 5,000$ (minus cost of living of course) per academic year would be considered cheap

If you don’t speak German, you have to learn and get to roughly AP Level (or at least SAT Subject 650-700) before you enroll in a one-year, non-credit language program that will get your fluent in a hurry. The level you’re allowed to have varies depending on the school. You have 18 months to reach the required level, certified by a test. If you pass the test, I think you have free tuition (you have to pay semester fees, plus room&board, I think).
French universities have no tuition either, except for about 185 euros and you need to have IB or APs (AP French 5 + several other APs in the subjects related to what you’d study in college) but if you don’t speak French you have to take French classes that cost about $2,500-4,000/ semester in tuition.
In both, you have to prepare for a completely autonomous experience in large lecture halls, unlike the American system with, in comparison, is considered “spoon feeding”. There’s one big test to pass (no review session, no study materials, sometimes you don’t even know the format or what you’re tested on except “what has been covered this semester”) and 60% fail.
Through CommonApp, you can also apply to some UK universities, but they’re very costly; a French elite school, Sciences Po Reims, which requires a high SAT score and a couple APs, plus some French - this costs about $12,000 tuition plus R/B., and they have dual degree program with UBC (one of Canada’s top universities) whereby you get a Sciences po degree and a UBC degree in just 4 years.
Going through Edufrance (I think): You can also apply to “IUT” which are programs similar to a BS, with smaller classes, again basically no tuition but you have to take the French test and have lots of APs, and after your compulsory 2 years of major studies you finish your BS in a specialty branch at the university where you only take your professionalized, major classes.

To find out about university-level educational opportunities, costs, and requirements for admission, drop an email to the Education Officer at the closest Consulate of each country you are interested in. Those are the people who are charged with the responsibility of helping people find out this kind of stuff.
