Does Ivy League prefer in state applicants more? I understand it does not help a lot, I'm asking in say a tie breaker scenario

No, if anything they prefer out of state applicants to increase geographic diversity. the contract schools at Cornell may be an exception.

Numerically, in state has better representation primarily b/c of faculty kids and alums who remain in the vicinity and their kids may be more inclined to apply & attend as legacy students – also any decent applicant nearby will likely apply as well – thus the higher concentration of in state students. Some schools (like Penn) have very specific outreach programs to Philadelphia students.

But in general, private colleges, Ivy or not, won’t give any preference per se.
