Is it easier for those in state to be admitted assuming they have the grades/scores?

supposedly, but its getting harder because the school wants more "diversity" cough money

For UIUC admissions, OOS are evaluated for admission on same basis as in-state, e.g., OOS do not need higher than in-state test scores or class rank to get admitted. UIUC differs in that respect from many public universities which favor in-state over OOS. UIUC generally admits in the high 60 percent ranges of applicants and that percent is about the same for in-state and OOS. However, OOS (including internationals) usually makes up only about 10% to 12% of the applicant pool.
