btw- instate tuition is not the same as reciprocity. For Wisconsin-Minnesota several years ago the agreement meant WI residents at U of M were paying less than MN residents! That got changed. I also recall a July summer orientation session at UW where they couldn’t tell MN residents what their tuition was going to be yet because that state legislation hadn’t yet determined it.

Texas Tech can be a good deal for out of staters. My kid surprisingly got out of state tuition waived at Fl. state plus a few thousand bucks of extra scholarship with 29 ACT and. 3.75 GPA.

Because the stats of Honors college applicants are so high, I’m pretty sure all OOS honors students are only paying in-state rates, but you don’t have to be in honors to get a waiver.
