Ineligible to transfer after exceding 90 semester units??

Just discovered this blurb below on the UC Santa Cruz transfer page and my head is spinning. My son explored a variety of majors at his CCC before deciding he wants to study Applied Physics at UCSC. But if he completes the rest of his GE requirements and all the (many) major prerequisites, he’ll be at 92 units–two units over their stated limit.

Are students really blocked from admission because they took more classes than most?? This seems crazy to me.

Here’s what it says on the UCSC Transfer Admission and Selection page:

"Students who have completed 90 UC-transferable semester units (135 quarter units) or more are not considered for admission to UCSC, except in the following circumstances:

Students will be granted up to 70 semester/105 quarter units of credit for lower-division coursework completed at any institution or any combination of institutions. For units beyond the maximum, subject credit for appropriate coursework taken in excess of this unit limitation will be granted and may be used to satisfy requirements."

He can apply for transfer from the CC, but they will not apply more than 70 of those credits directly to his degree Depending on his course of study, some of the other credits might be able to be used to fulfill specific requirements but won’t appear on his transcript.

For example, when my daughter transferred her in Maryland, some courses did not transfer, but served as prerequisites for classes she wanted to take.

The last paragraph is the one you want to read carefully. If all of his credit is lower division courses (including all community college courses), then he will be considered to have 70 semester units if he has more than 70. But he will have subject credit for all courses taken (i.e. for fulfilling major and GE course requirements).
