IS programs are not consistent between schools, so it’s difficult to answer your questions. Programs can focus on anything from managing and using computer applications, to web application development, to new media, to human/computer interaction. There’s usually not a lot in the way of deep, rigorous computer science theory like you’d get in a CS program.
