<p>You need higher test scores and a higher GPA as an international student. Unfortunately, with the plan to have declining enrollment, admissions will definitely get harder.</p>
<p>Is your GPA weighted or unweighted? Do you go to an international or prep school? Are you taking any AP or IB classes? Are you taking any college classes?</p>
<p>Some notes on your post:
GPA: The minimum GPA for OOS/International is 3.4 (UC weighted).
SATs: The UCs don't superscore your SAT, use your highest single-sitting.
SAT 2s - if you take Math, it HAS to be Math level 2 (Math Level 1 is not accepted.)
Recommendations - they won't help you because the UC doesn't solicit or consider recommendations.</p>
<p>Your mention you have "interviewed" with the volleyball team. Do you mean the UCB volleyball team? If so, being a recruited athlete would be your best (only?) shot at admission. Focus on that. Contact the coaches you interviewed with and ask what you should do to be considered even though you don't meet the minimum standards. They may be able to help.</p>
<p>If that doesn't work out and you still you have your heart set on going to Berkeley, you could enroll in a California Community College and apply to transfer after two years. California Community College transfers are given transfer priority at all UCs, including Berkeley.</p>
