<p>IF you are a US citizen/US permanent resident, then yes, you fill out the FAFSA even if you are attending school outside of the US. Your parent would fill it out translating their income to US dollars. If you are not a US citizen or a US permanent resident, then you do not file the FAFSA because you would not be eligible for federal student aid.</p>
