International Student with Low school grades

<p>I'm from Mumbai, India, studying under the CBSE curriculum in R N Podar School. My school is really stingy in giving marks before the board exams.. and the school itself is really competitive. My predicted grades are just 10% higher, and I've tried to convince the counsellor to improve the predicted grades, but she just doesn't do it.
I've got a 82% in 9th grade, 95% in 10th grade( Both ICSE) then 64% in 11th and 68% in 12th.
I'm not applying for Aid.
I got an ACT Score of 32, SAT Subject tests : Math lv 2 : 800, Physics : 800.
Computer Science A AP : 4 .
ECs are good. They're not bad.
Qualified for INOI ( Among 300 out of 6500 Participants) for 2 consecutive years,
Prefect in 9th grade,
Tennis championships in school,
Organised blood donation camps across mumbai,
Head teacher at a slum NGO, teaching computer science to slum kids, helping them score well in their exams,
1st in Cyber Olympiad in school in 12th grade,
Built a program to help car showrooms organize their sales.
Young Environmentalist of Powai Award receiver.</p>

<p>So My dream colleges are : Carnegie Mellon and/or Cornell.
I'm applying to UCB, UCLA, Ohio State,Purdue, Michigan Ann Arbor, Univ of Washington(Seattle) , UT Austin , UIUC .</p>

<p>MY DOUBT is that will my school grades( Transcipts ) drastically affect my chances? They're really bad scores and since my school gives a precentile grade next to the score, it looks even worse. Please chance me at these college and suggest some ways I can improve my college chances because my transcripts look really bad.

<p>Most indian students have 90%+ on this forum. But then again, this is College Confidential. I can understand the frustration on the part of stinginess before boards. My school gave me like 3C’s and a D before my GCSE but I ended up with 6A and 2B. Hopefully any boards u have taken will compensate.</p>

<p>Thanks for the reply! But my 12th board results would only be out by May,2014. It’ll be too late by then. The only boards I’ve taken is the 10th, which I’ve fared well in. My only problem is these school grades. What are my chances in these colleges ?
