<p>On the QuestBridge website it says that international students are defined as "students attending high school in the U.S. on a valid visa". So when they say international students are allowed to apply during the regular decision round, are they only referring to non-citizens currently living in the states? What about non-citizens living OUTSIDE the states? If you live outside the states can you still apply to become a finalist and participate in the QuestBridge regular decision round?</p>
