International Transfer applicant -- Need help.

Anyone know the chances of being accepted as an International Transfer?
Here are the stats :> Did not remain in High School. Had to leave due to financial reasons ( Did A levels privately) - 3 A*s(maths, phy, comp sci) and an A in political science.
SAT = 1540 took once, SAT II ( math -800 , phy-720, chemistry - 690 ( took sat2 chem as challenge since I hated it during my olevels (got a D) but now find it really cool)

Left high school due to hefty fees in my country- opted to do my Alevels privately (self study and coaching centers)
Part time job at my cousins small business. Left it about 6 months before my Alevel exams.
Learnt coding during my free time. Made a few apps on play store. Almost no downloads but a good experience non-the less. Interned as a software developer at the company my brother works at ( getting it was easy). I also had HR responsibilities and was dealing with clients all the time. ( Can get a rec letter)
Am taking online courses on various topics and loving it. (coursera mainly)
Got in my current university on a scholarship( there is an entry test ( scored within top 100). Hoping the scholarship will continue (Dean’s list) . Current GPA : 3.9 ,Major : Comp science ( Loving it)

EC’s : As I said I had to leave my high school due to fees but debated all throughout my O’levels.
>Hackathon winner in my country. ( Last year)
>Since joining my current university I have joined many clubs ( debates, Model UN, Science, Adventure)
>Did community service at a Cancer Research Hospital.

Financial Aid needed : A lot. Low income family. EFC cannot exceed $10000 Is it even worth applying asking for that much, let alone being an INTERNATIONAL TRANSFER?

I should disclose that for a time in my life, I was experimenting with a local soft drug which severely limited my productivity. I no longer associate with those people and for the lack of a better phrase “turned my life around”.
How do you think this would go on the Essay?

Reason for Transfer : - A global environment. I have always dreamed of studying in a US college. I think I would thrive at
an institution like Rochester
- More opportunities ( Internships, study abroad, research)
- Would like to take part in Research ( current university has close to none opportunities for
undergrad Research.)
- I can state a hundred more reasons but I don’t think I have a single solid reason (like research with
a particular professor, or whatever constitutes a cause that satisfies the the admin officers.)
Intended Major at UofR : Comp Sci. or Data Science.

Final note; I have researched the institution quiet a bit and think I can pull of decent essay (good writing skills).

Any thoughts or suggestions would be appreciated. Thank You.

I think you have a good chance but I don’t understand the issue with your high school. Do you have a diploma from HS? Did you apply other college to transfer?

I don’t have a diploma. I have the Cambridge International Exams certificates tho.

My question mainly pertains to whether international transfers have a hope in getting in with a high need
